Representative Payee/Safe Keeping Services

The Social Security Administration requires that certain category of recipients of disability benefits obtain a Representative Payee who will be responsible for budgeting and administering their benefits in a fiscally sound manner. The SSA allows the Representative Payee to charge a fee for handling the recipient’s money. We provide this service to a large number of consumers. In spite of the significant extra work that this imposes on counselors and staff within the Fiscal Operations Department, we only charge a token fee for rendering this service. Consumers must agree voluntarily to use this service. All participants must complete a Consumer Safekeeping Account Agreement with the Fiscal Operations Department. In addition, they must complete a Monthly Budget Form with their counselor/therapist and a copy forwarded to Fiscal Operations Department. The counselor/therapist must countersign each form as well as a collateral or guardian when appropriate. When these procedures are completed, the accounting unit sets up an accounting ledger and the consumer is ready to complete transactions as in a regular bank. A counselor/therapist must accompany the consumer during all transactions with the Fiscal Office.
